JOB SUMMARY

Primary responsibility of fiscal control, budgeting, and other accounting functions.  Lead, supervise, and train assigned staff, and work cooperatively with other departments. Ensure activities and operations are carried out in compliance with all regulatory agencies, and with Winona ORC’s mission, vision, goals, and policies.

 

CORE ACCOUNTABILITIES

  1. FINANCIAL MANAGEMENT (25%) – Maintain cash management, collection of accounts receivable, payment of accounts payable, banking procedures, management of insurance and taxes. Oversee cost accounting functions; integrate with other accounting functions and production record keeping. Manage computer systems and the development of software for the system.  Produce monthly financial statements and cost center summary.

 

  1. BUDGETING (15%) – Provides assistance to the Executive Director in developing and implementing annual budget. Holds joint responsibility to maintain the financial viability of the organization. Prepare and monitor long and short term financial strategic plans and budgets.  Make necessary adjustments and mid-course corrections.

 

  1. COMPLIANCE (15%) – Ensure all financial activities and operations are carried out in compliance with CARF, IRS, DHS, OSHA, DOL, HIPAA and other regulatory and accreditation organizations. Provide input onto agency policies and procedures. Comply with Winona ORC’s mission, vision, goals, and policies.

 

  1. MANAGEMENT LEADERSHIP (25%) – Serving as a member of the Winona ORC management team by attending Finance board committee meetings. Provide input into agency policies and procedures. Compile and submit data for POP!  Serve as a Finance board committee member.   Monitor strategic plans and budget.  Provide an environment for effective communication, engagement, and cooperation with other departments.

 

  1. COMMUNICATION (10%) – Communicate effectively with staff, clients, customers, vendors and other stakeholders in both group and individual settings. Communicate in a manner that protects and ensures client confidentiality.

 

  1. ADMINISTRATION (10%) – Initiate and attend meetings as required. Ensure that all operations of the accounting system are accurate and completed in a timely manner. Oversee the maintenance and updating of administrative record keeping for contracts, correspondence, and accounting. Manage audits and audit reports.  Lead, supervise, and train accounting staff, including performance evaluations.

 

MEASURES OF SUCCESS/STANDARDS

  1. FINANCIAL MANAGEMENT – All accounting operations and tasks are accurate and completed in a timely manner. Computer system software and systems are operational and functioning effectively.  Monthly financial statements and operational reports are completed in an accurate and timely manner.

 

  1. BUDGETING – Annual budget is developed and implemented. Attendance requirements at meetings are met. Administrative budget is met.  Responsibility of financial viability of Winona ORC is maintained.  Short and long term financial strategic plans and budgets are current and accurate.

 

  1. COMPLIANCE – All activities comply with all regulatory agencies and with Winona ORC’s mission, vision, goals, and policies.

 

  1. MANAGEMENT LEADERSHIP- Positive relationships are maintained with other departments and with external customers. Committee obligations are met. Input is given on policies and procedures. Short- and long-term department strategic plans and budgets are current and accurate. Responsibility of financial viability of Winona ORC is maintained within department. Leadership modeling is provided to staff.  Reporting is completed in an accurate and timely manner

 

  1. COMMUNICATION – Effective communication is maintained in a timely manner with staff, clients, and all other stakeholders to facilitate efficiency and productivity. Communication is maintained to ensure client confidentiality.

 

  1. ADMINISTRATION- All meeting requirements are met. All operations of the accounting system are completed in an accurate and timely manner. Administrative record keeping is accurate and updated frequently.  Accounting staff receives effective leadership and evaluation.

 

  1. KNOWLEDGE, SKILLS, & ABILITIES
Education: ·      Bachelor’s degree in accounting required.  CPA preferred
Experience: ·      At least three years in accounting and office management.

·      Three to five years developing and monitoring a budget

·      Computer literate. Proficient in MS Office and accounting and payroll software

Language Skills: ·      Proficient writing, speaking, and communication skills
Mathematical Skills: ·      Able to perform routine math functions with GAAP understanding and knowledge of basic

Accounting and bookkeeping

Mental Demands: ·      Able to perform functions described in core accountabilities without supervision

·      Able to complete assigned tasks under set deadlines

·      Required to adhere to most current Pandemic Action and Response Plan

 

Reasoning Ability:

 

·       Able to solve complex problems and deal with a variety of variables in situations where only

limited standardization exists.

·      Able to interpret a variety of instructions in written, oral, diagram or schedule form

·      Able to be able to mediate conflict and provide resolution.

Licensing or Certifications and other requirements: ·       CPR and First Aid certification, valid driver’s license, and current vehicle insurance

·       Able to pass MN Department of Human Services background study

·       Able to pass criminal background check
