Welfare to Work Program

Welfare to Work provides employment opportunities and support services to individuals with severe impairments to employment. The services offered are work activity and skills training, job placement into competitive employment, job retention, and education on balancing work and personal lives.

Scope

The welfare to work program is a time limited program that focuses on intense job development services. The client works at Winona ORC while working on job placement. Program hours are provided Monday through Friday during our normal business hours with services available on nights and weekends as needed on a case to case basis. The frequency of services is determined by the client, their support team, and the referral source. Services are paid by federal, state, or county dollars. Referrals are made by Winona County and Winona Workforce Center.

Entry Criteria

The welfare to work program serves clients 18 years of age or older. The clients have severe impairments to employment. The client has to be willing to work on job skills and placement services since this program is time limited (usually three months).

Transition Criteria

Clients are opened to transition to another program within Winona ORC. Clients must meet eligibility requirements within that program in order to be considered for entry.  Winona ORC staff will assist in making an inter-office referral.

Exit Criteria

The client can choose to discontinue services at any time. The referral source can end funding due to lack of follow through.  A written discharge summary will be completed and mailed to the client, their support team, the referral source, and one will be placed in the case file.

Service Modification

Winona ORC is committed to providing services to the clients enrolled in the program. In the case that the program has funding source changes, the client would be placed on a waiting list. The waiting list would operate by order of acceptance. The Director of Client Services will contact the client when openings become available.
