Winona ORC Receives Three Year CARF Accreditation
The Commission on Accreditation of Rehabilitation Facilities (CARF) International announced that Winona ORC has been accredited for a period of three years for its Community Employment Services including Employment Supports and Job Development and several other services. The latest accreditation is the twelfth consecutive Three-Year Accreditation that the international accrediting body, CARF, has awarded to Winona ORC.
Winona ORC is a nonprofit organization and has been providing vocational services and employment opportunities to people with disabilities for forty years. Executive Director, Judie Foster-Lupkin stated, “ We are honored to once again be awarded the CARF accreditation. It is an affirmation of dedication of our staff to provide quality services to the people we serve. We are grateful for the continued support of local business and our community for helping us to provide opportunities for people with disabilities to become more independent and improve their lives.”
This accreditation decision represents the highest level of accreditation that can be awarded to an organization and shows the organization’s substantial conformance to the CARF standards. An organization receiving a Three-Year Accreditation has put itself through a rigorous peer review process. It has demonstrated to a team of surveyors during an on-site visit its commitment to offering programs and services that are measurable, accountable, and of the highest quality. CARF is an independent, nonprofit accrediting body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process and continuous improvement services that center on enhancing the lives of the persons served.
Winona ORC’s Annual Community Recognition Banquet
Winona ORC’s Annual Community Recognition Banquet
Winona ORC held its Community Recognition Banquet on Friday, February 21, 2014 at Visions Event Center. This annual event celebrates and recognizes the contributions that clients, staff and area businesses have made to the success of Winona ORC. The theme this year was, “Dreams that you dare to dream really do come true.” The celebration marked the 40th anniversary for Winona ORC and featured guest speaker Tasha Schuh.
Winona ORC’s employee of the year went to Lynn Meyers; a dedicated employee of Winona ORC who will be celebrating 40 years of service in 2014. Meyers has had a variety of jobs such as packaging, assembly and janitorial services and continues to learn new skills.
Frank Rekuski and Robert Liebig received special recognition for their generous gift of the million dollar Lewiston Villa property to Winona ORC.
Winona ORC was honored to recognize the following business for the role they played in furthering our mission of providing job opportunities for people with disabilities:
Wincraft, Inc was awarded Customer of the Year for providing over 190 clients with 20,000 hours of work assembling 1.2 million pieces of spirit items.
Riverside Electronics was awarded Community Employer of the Year. Riverside provides nearly 500 hours of work each month to Winona ORC clients. In addition to providing work, Riverside Electronics also makes a special effort to include WORC workers in their company activities such as holiday functions and employee recognition meals.
The Supported Employment Employer of the Year went to Experience Works. By collaborating with Experience Works, more than 20 clients have found successful employment opportunities within our community.
5% Campaign

Winona ORC is proud to support the 5% campaign, a nonpartisan coalition of Minnesotans working to ask state legislators for a 5% rate increase for Home and Community Based Services in 2014.
The lives that many people with disabilities and older adults build for themselves depend on state funding. These critical supports allow people to be more independent by providing staffing and transportation so that people can be active employees and volunteers in their communities, fostering skill development, ensuring health and safety and more.
2013 marked the fifth year in a row that services for people with disabilities have not received rate increases to keep up with rising costs.
Legislation is currently being developed on this critical issue for the 2014 Legislative Session that begins on February 25, 2014.
5 Reasons to Support The 5% Campaign
1. Minnesotans believe people with disabilities and older adults should live in and contribute to their communities. Community-based services provide greater opportunity to build strong connections with neighbors and the community. A 5% rate increase supports this belief.
2. Direct Support Professionals (DSPs) and Caregivers support your family; shouldn’t they be able to support their own?
3. A 5% increase will help to retain consistent staff; this is crucial to quality care. Low wages lead to higher staff turnover, creating more stress, less stability and lower quality care.
4. DSPs and caregivers who support people with disabilities and older Minnesotans have demanding, highly-skilled jobs. A 5% increase shows we value these employees and their commitment to this field.
5. Community-based services are some of the largest employers in rural Minnesota. A 5% rate increase will support necessary salary increases for dedicated staff that will put dollars to work in their local communities.
